Introduction

The conditions surrounding the COVID-19 pandemic are continually evolving

and LTISD’s plans will be constantly evaluated to adapt to the continuing

trends of the virus, especially in our community and Travis County. Plans will

remain flexible to accommodate potential changes and these guidelines may

be modified as needed. As adjustments may be necessary throughout the

coming school year, it will be our priority to keep the community informed of

those changes and updates. The Lake Travis ISD website will provide you with

the most up-to-date information.

The health and safety of our school community is of utmost importance as

Lake Travis ISD officials continue to closely monitor the Coronavirus

(COVID-19) pandemic. We are following the guidance from the Center for

Disease Control and Prevention (CDC), the Texas Department of State Health

Services (DSHS), Texas Education Agency (TEA), the University Interscholastic

League (UIL), and other local government and health officials—including our

Lake Travis school board.

Given the varying numbers of COVID-19 cases across different areas of the

state, and the vast geographic area in the state of Texas, UIL has presented

modifications for the 2020-2021 school year that reflect the situation at this

time. UIL will continue to work with state officials and monitor CDC and other

federal guidance to determine any potential modifications that may become

necessary.

These guidelines constitute LTISD’s required plan for mitigating risks of

COVID-19 spread during UIL activities and are to be used in conjunction with

the District’s Return to School Protocols for COVID-19.

Face Coverings

Executive Order GA-29, regarding face coverings, applies to all UIL activities.

As the public health situation changes, and/or if subsequent Executive Orders

are issued, these guidelines may be further modified. Per TEA guidance,

school systems may require the use of face coverings above and beyond the

requirements of the Executive Order.

All employees, parents, visitors and students ten years of age or older must

wear a cloth face covering* upon entry to an area where UIL activities are

being conducted and when not actively practicing or playing in the contest,

unless an exception listed below applies.

Cloth face coverings must provide a barrier to keep respiratory droplets from

reaching others and must fully cover the nose and mouth. The term “cloth

face covering” includes disposable masks, homemade masks, gaiters, neck

buffs and similar other coverings. Masks with open weave are prohibited.

Disposable masks will be available for individuals who do not bring one or

whose cloth face covering does not comply.

Exceptions to the wearing of face coverings include:

★ Any person with a medical condition or disability that prevents the

wearing of a face covering.

○ Students or staff are required to have been granted an

accommodation through the school’s process as outlined in the

District’s Return to School Protocols for COVID-19.

○ Any parent or visitor claiming a medical condition or

disability-related reason for not being able to wear a face mask

will be required to comply with other reasonable

accommodations. Refusing or failing to comply with other

offered reasonable accommodations may result in the individual

not being allowed to access the event.

★ While a person is consuming food or drink.

★ While a person is in a swimming pool.

*Full face shields may be allowed as a reasonable accommodation for visitors claiming a

medical condition or disability that prevents them from wearing a cloth face covering.

Required Screening

Schools are permitted to prevent any individual who fails the required

screening criteria from being admitted into school facilities or sites where UIL

activities are being conducted until the individual meets the criteria for

re-entry. Any individual for whom screening cannot be confirmed will be

presumed symptomatic until confirmed otherwise.

Staff

★ All staff must self-screen for COVID-19 symptoms before participating in

UIL activities, entering areas where UIL activities are being conducted,

or entering LTISD facilities. Staff self-screening process includes

performing a self temperature check and symptoms check. The district

may require further screening of employees at any time based on

current state and federal guidelines.

★ Staff must immediately report to their supervisor and the HR

department if they themselves have COVID-19 symptoms, are

test-confirmed with COVID-19, or have had close contact with an

individual test-confirmed with COVID-19, and, if so, they must remain

off-campus and away from areas where UIL activities are being

conducted until they meet the criteria for re-entry.

Students

★ A parent or guardian must self-screen students for COVID-19 symptoms

each day prior to allowing the student to participate in a UIL activity or

event. Parents are asked to take their student’s temperature daily.

Additional screening may be conducted by school staff as warranted.

★ Parents must ensure that they do not send students to participate in

UIL activities if the student has COVID-19 symptoms, is test-confirmed

with COVID-19, or has had close contact with an individual

test-confirmed with COVID-19, until the student meets the criteria for

re-entry. Parents/students must immediately notify the nurse, head

coach or sponsor if any of these conditions apply.

Visitors

★ Visitors, including parents, must be screened by the school before

being allowed to access areas where UIL activities are being conducted.

★ District staff will screen all visitors prior to allowing entry in order to

determine whether the visitor is experiencing COVID-19 symptoms, is

test confirmed with COVID-19, or has had close contact with an

individual test-confirmed with COVID-19. Any visitor who is

experiencing symptoms, is test-confirmed, or has had close contact

with a test-confirmed individual, will not be allowed entry into the

event or activity and must remain off campus and away from areas

where UIL activities are being conducted until he/she meets the criteria

for re-entry.

Screening Questions

Has the individual recently begun experiencing any of the following

symptoms in a way that is not normal for them?

★ Feeling feverish or a measured temperature greater

than or equal to 100.0 degrees Fahrenheit

★ Loss of taste or smell

★ Cough

★ Difficulty breathing

★ Shortness of breath

★ Headache

★ Chills

★ Sore throat

★ Shaking or exaggerated shivering

★ Muscle or body aches

★ Diarrhea

★ Fatigue

★ Congestion or runny nose

★ Nausea or vomiting

Has the individual had close contact with an individual who is

test-confirmed with COVID-19?

★ Schools will only require a “Yes” or “No” response to the overall

statement in each screening question.

★ Screenings will not collect specific health information of an individual

beyond that they are symptomatic.

★ Once it is determined that an individual who responded “Yes” to the

questions has met the criteria for re-entry, schools will destroy the

individual’s responses.

Protocols for Positive, Symptomatic, and

Close Contact Individuals

The protocols and required actions for positive individuals, symptomatic

individuals, individuals who come into close contact with a test-confirmed

individual, and the required re-entry criteria can be found in the District’s

Return to School Protocols for COVID-19.

In addition to the re-entry criteria and processes described in the Return to

School Protocols, a student who has been diagnosed with COVID-19 must

receive clearance from a physician prior to returning to participation in UIL

activities.

Cleaning

Protocols for cleaning, disinfection, and hygiene outlined in the District’s

Return to School Protocols for COVID-19 will apply and be followed for all

LTISD facilities used for UIL events and activities.

Capacity Restrictions

★ UIL restrictions require schools to limit all games, contests, or events to

a maximum of 50% capacity, provided that appropriate spacing

between spectators is maintained.

★ Due to social distancing requirements, capacity at LTISD’s UIL games,

contests, or events is likely to be approximately 25%-50%.

★ Support groups, such as cheer, dance, and sub-varsity teams will count

against the capacity limit if they are sitting in the stands. These student

groups must remain separate from the game or contest participants at

all times and should avoid mixing with fans or non-group members

throughout the game or contest.

★ The District will limit access to the media allowed to attend events in an

effort to reduce capacity.

Ticketing

General

★ No season tickets will be sold for the 2020-2021 school year.

★ Tickets will be sold as single game tickets only. Ticket sales will be

accompanied with a notice that tickets are for single games only.

★ The gyms and middle school stadiums will be cleared after each game

to ensure capacity limits are followed. The announcer will also make an

announcement at the conclusion of each game.

★ Tickets may be required to be reserved even for events that do not

charge a fee in order to ensure capacity limits are followed.

Indoor Events

★ Ticketing will be available for families of the home team’s participants

in the contest.

★ Athletic Trainers, Cheer, Dance, etc. will be counted as participants if

they are performing during the contest.

Outdoor Events

★ Ticketing will be made available based on priority. Families of the

contest participants will receive priority ticketing.

★ Remaining availability will be open to the general public after the

family priority period has closed.

Purchasing Tickets

Online Ticketing

★ Tickets are available online until the capacity limit for the hosting venue

is filled.

★ Tickets can be printed or kept on a smartphone for scanning at the

door.

★ Tickets at the door are only available online via smartphone.

★ No cash will be accepted at the gate for any venue.

In-Person Ticket Sales For Athletic Events

★ Face to face sales, cash, check, and credit card, will be available only at

the LTHS Cavalier Activity Center during office hours (Friday sales end

at 12:00 noon).

★ In-person sales will not be available at any contest venue. This includes

middle school contests.

Entry Protocols

★ All tickets, whether printed or on smartphone, will be scanned for entry.

★ Prior to allowing visitors/spectators entry into an event, ticket takers will

do the following:

○ Scan tickets for entry;

○ Confirm a facial covering is being worn as required or offer a

reasonable accommodation; and

○ Ask the required screening questions and deny admission to

anyone that answers “yes” to either of the required questions (see

Required Screening above).

★ Groups entering the facility must maintain six feet of distance from

other groups at all times, including during the process of admission,

seating, or otherwise moving around the facility. “Group” is defined as

members of the same household or those persons who traveled

together to the facility.

Seating

★ To ensure proper social distancing, some rows and seats will be

unavailable for use.

★ Stickers with an X will be placed on designated seat backs and bench

seats to indicate that the seat is unavailable.

★ Seats will be available and also blocked in sets of two. Guests arriving in

parties of more than two people will have to separate into sub-groups

and sit in groups of two.

★ Additionally, every other row will have tape placed over the top

signaling that the entire row is unavailable.

★ Spectator seating will be located at least 10 feet of distance away from

the band members playing wind instruments in the stands.

★ Spectators should remain in their seats as much as possible and limit

the amount of movement throughout the facility.

★ Section monitors and the administrator on duty will assist spectators

with seating issues.

Outside Food and Concession Stands

★ No outside food or drink will be allowed inside any game, event, or

contest facility.

Indoor Venues

★ Concession stands will be unavailable at indoor venues during the

2020-2021 school year.

Outdoor Venues

★ Concession stands will be allowed to operate at Varsity football games

only. Concession stands will be unavailable at all other outdoor venues

or events during the 2020-2021 school year.

★ Staff and volunteers involved in working the concession stand must

wear a face covering at all times.

★ Items such as condiments, silverware, flatware, glassware or other

traditional table top items will not be left on unoccupied tables or

counters. These items will be available upon request and will be

single-use, individually wrapped items, only.

★ Refills (drinks, popcorn, etc.) will not be allowed.

★ Food service counters will be regularly cleaned and disinfected before,

during, and after the game.

★ Spectators will not be allowed to stand in groups while eating; rather,

they will be required to return to their seats.

Post-Game Interactions

★ Post-game interactions will be limited to players and coaches.

★ Students or staff participating in any post-game interviews must wear a

face covering and maintain at least six feet of distance between the

interviewer and individual being interviewed.

★ Spectators may not gather/mingle on the fields or courts at any time.

★ All participants and spectators must leave the venue as soon as the

competition is finished.

★ Parents waiting to pick up their student from the game or event must

wait in their car or outside of the facility and continue to maintain six

feet of distance from other groups.

Team Information

Team Transportation

★ All drivers, students and other staff must wear a face mask or cloth face

covering at all times while riding LTISD buses or other transportation

to/from UIL events and activities. Any student or staff with a medical or

disability-related need for an accommodation must make a request to

the campus administrator or HR department, as appropriate.

★ Students will social distance on the bus, when possible.

★ Students and staff are required to use hand sanitizer upon boarding

the bus.

★ Students may NOT share drinks or personal devices while on the bus.

★ Buses will be cleaned and disinfected in accordance with the District’s

Return to School Protocols for COVID-19.

Team Arrival

Home Team

★ Coaches and players must self-screen before entering an athletic

facility as stated above.

★ Coaches and players must wear a face covering before entering an

athletic facility as stated in Face Coverings above.

★ Face coverings must be worn at all times unless actively exercising. It is

recommended but not required that participants wear a face covering

even while exercising.

Away Team

★ Visiting teams must be screened by their coaching staff before

entering an LTISD athletic facility.

★ Coaches and players must wear a face covering before entering an

athletic facility as stated in Face Coverings above.

★ Face coverings must be worn at all times unless actively exercising. It is

recommended but not required that participants wear a face covering

even while exercising.

★ Visiting teams will NOT have a locker room available to them. Teams

should arrive dressed and leave immediately following the game.

★ Visiting team should bring their own balls or other equipment.

★ Home and visiting players will not mix during pre-game activities.

Team Hydration

Water will be provided to students as indicated below. Students shall not

share water or food at any time.

LTHS Indoor Sports

★ Home Games - Students will be provided one-time use mini water

bottles.

★ Away games - Students will be provided one-time use mini water

bottles. Student trainers will help reload.

★ Practice - Students should use their own personal water bottle.

Students will have access to a hallway bottle filler. Students must wipe

down their own personal water bottle before refilling.

Visiting Teams at LTHS Indoor Sports

★ A gatorade cooler with a push spout will be provided. Visiting teams

will be responsible for providing their own cups or personal water

bottles.

LTHS Outdoor Sports

★ Home Games - Students will be provided one-time use mini water

bottles.

★ Away games - Students will be provided one-time use mini water

bottles. Student trainers will help reload.

★ Practice - Students should use their own personal water bottle. Student

athletic trainers will assist in refilling water bottles as needed. Water

bottles must be wiped down before refilling

Visiting Teams at LTHS Outdoor Sports

★ A gatorade cooler with a push spout will be provided. Visiting teams

will be responsible for providing their own cups or personal water

bottles.

LTISD Middle School Indoor Sports

★ Home Games - Students will have access to a gatorade cooler with a

push spout and single use paper cup. Students must sanitize hands

before grabbing a cup or must wipe down their own personal water

bottle before refilling.

★ Away Games - Students will have access to a gatorade cooler with a

push spout and single use paper cup. Students must sanitize hands

before grabbing a cup or must wipe down their own personal water

bottle before refilling.

★ Practice - Students should use their own personal water bottle. Student

athletic trainers will assist in refilling water bottles as needed. Water

bottles must be wiped down before refilling.

Visiting Teams at LTISD Middle Schools Indoor Sports

★ A gatorade cooler with a sensor spout will be provided. Visiting teams

will be responsible for providing their own cups or personal water

bottles.

LTISD Middle School Outdoor Sports

★ Home Games - Students will have access to a gatorade cooler with a

push spout and single use paper cup. Students must sanitize hands

before grabbing a cup or must wipe down their own personal water

bottle before refilling.

★ Away Games - Students will have access to a gatorade cooler with a

push spout and single use paper cup. Students must sanitize hands
