Texas Federation for Children Chairwoman Heidi Cruz opined in a Houston Chronicle opinion piece and said that even before COVID-19, Texas' virtual school system was crippled by a 2013 law that greatly restricted online learning full time and wasn't properly funded.
"The coronavirus pandemic has forced the closing of schools across America — some for the rest of the school year," Cruz said. "Public school leaders are scrambling to come up with ways to keep learning on track during this education shutdown."
Cruz said while some states are able to provide many more resources, that isn't the case in Texas because of the 2013 law. But she also said it is due to the Texas Virtual School Network, which was only provided $400,000 for the year's funding.
Cruz advocated for the Texas Legislature to eliminate the 2013 law when it returns as well as look for new ways to fund the virtual schools network to put the state at the forefront of virtual learning.
