The South Carolina Department of Education (SCDE) has unveiled a comprehensive plan to tackle the state's teacher recruitment and retention issues. The Strategic Talent Acquisition and Retention Taskforce (START) report, developed with input from educators, policymakers, and national experts, presents evidence-based recommendations aimed at creating a supportive environment for teachers in South Carolina.
State Superintendent of Education Ellen Weaver emphasized the importance of teachers, stating, "A great teacher is the most transformative in-school influence in a child’s life." She added that the START report is not just a plan but a declaration of values, signaling to educators that their work is vital.
Key highlights from the START report include defining what it means to be a prepared educator in South Carolina, expanding registered apprenticeships for aspiring teachers, proposing new certification pathways, and creating career ladders for advancement within teaching roles.
Kim Moore, Richland School District Two Superintendent and Taskforce member, highlighted the focus on innovative strategies to attract top talent. Kathy Hipp from Anderson School District 3 noted the inclusion of a Profile of a SC Teacher as part of efforts to ensure high-quality teaching staff.
Patrick Kelly, a classroom teacher and Taskforce member, remarked on the comprehensive approach needed to address educator shortages. He said that while no single policy can reverse these challenges entirely, the proposed policies provide necessary solutions.
Superintendent Weaver concluded by emphasizing investment in bold solutions as essential for improving education outcomes in South Carolina. The full START report is available on the SCDE website.
