Audit finds UPMC contract delays cost taxpayers over $350,000 in 2022

On March 31, 2025, Deputy Auditor General for Audits Gordon Denlinger, representing Auditor General Timothy L. DeFoor, released the findings of a performance audit concerning UPMC's contract under the Community HealthChoices program with the Pennsylvania Department of Human Services (DHS). The audit revealed that UPMC failed to update participant information promptly, leading to taxpayer costs surpassing $350,000 in 2022. Of this amount, $120,000 was irrevocable by DHS.

"UPMC is required to report to DHS whether a person has died, went to jail or is no longer eligible to be part of the program," Denlinger explained. He further noted that this information is used by DHS to establish the rate paid to UPMC for providing care under the Community HealthChoices program. Denlinger emphasized, "UPMC needs to make sure there is greater accountability in its management structure to ensure the required assessments are happening on time and regularly."

The release of this audit signals concerns about the management and accountability within UPMC regarding its handling of essential participant information under the contract. The findings indicate the need for UPMC to improve its reporting processes to avoid unnecessary costs and ensure timely assessments.
