Federal courts halt changes affecting education funding in Michigan

Two federal court rulings this week have been deemed significant victories for students and families in Michigan, according to State Superintendent Dr. Michael F. Rice. The decisions have halted certain federal actions concerning funding commitments.

Dr. Rice commented, "These federal court decisions have underscored that the Trump Administration must live up to federal funding commitments." He further stated that the Michigan Department of Education, along with the State Board of Education, will continue collaborating with Attorney General Dana Nessel and other partners to challenge federal actions perceived as harmful to children and families.

The U.S. District Court for the Southern District of New York issued a preliminary injunction on Tuesday to prevent the U.S. Department of Education from rescinding an extended timeline for school districts to request COVID-19 pandemic relief funds. These funds were intended to enhance safety, health, and air quality in schools. Meanwhile, a separate ruling by the U.S. District Court in Rhode Island has stopped the dismantling of three federal agencies, including the Institute of Museum and Library Services.

Attorney General Nessel publicized these favorable outcomes in a press release.

In addition to these rulings, last month saw three courts blocking a letter dated April 3, 2025, from the U.S. Department of Education that required certification under a new interpretation of Title VI of the Civil Rights Act of 1964. Two courts—located in New Hampshire and Maryland—addressed these issues as noted in a memo sent by the Michigan Department of Education on April 24. A third case involved a preliminary injunction by a federal court in Washington D.C., which prevented enforcement or penalties related to this certification requirement.
