Iowa announces $24M grants to boost statewide literacy efforts

Gov. Kim Reynolds and the Iowa Department of Education have announced over $24 million in competitive subgrants aimed at improving student reading proficiency across Iowa school districts and public charter schools. This funding is part of a federal Comprehensive Literacy State Development grant awarded by the U.S. Department of Education to enhance literacy practices statewide.

“Strong reading skills are the foundation for lifelong learning and opportunity,” Gov. Reynolds stated, emphasizing the importance of these investments in ensuring that every child in Iowa can read confidently, regardless of their background or location.

The funding includes $4 million in planning subgrants, with an additional potential $5 million annually available for implementation subgrants from 2025 through 2029. The deadline for applying for planning subgrants is June 10.

Iowa Department of Education Director McKenzie Snow highlighted the state's commitment to early literacy, noting that “reading unlocks a lifetime of potential.” She invited eligible school districts to apply for this investment to accelerate student learning.

Eligibility criteria include serving populations with significant low-income backgrounds and addressing achievement gaps in literacy performance among various student groups. Priority will be given to applicants aligning local plans with Iowa’s Comprehensive State Literacy Plan.

The initial planning funds can be used for hiring literacy consultants, professional development on the Science of Reading, and attending professional learning events. Successful applicants must meet specific criteria based on student demographics and demonstrate progress before applying for further funding.

The program aims to create a comprehensive literacy initiative advancing skills from birth through grade 12 under Sections 2221-2225 of the Elementary and Secondary Education Act.
