Today, New Hampshire Governor Kelly Ayotte signed SB 295 into law, expanding the state's Education Freedom Account program to include all K–12 students. This makes New Hampshire the sixth state in 2025 to create or expand a school choice program for universal student participation. The new legislation removes income caps, allowing families broad spending flexibility on educational expenses such as private school tuition and tutoring.
Robert Enlow, President and CEO of EdChoice, commented on the development: “This is what educational freedom looks like, funding students, not systems, and trusting families to make the best choices for their children.” He added that New Hampshire joins a growing list of states offering true universal choice.
Since its inception in 2021, the ESA program has seen approximately 5,600 students enroll with an average annual grant of $5,100. The recent expansion will enable more families to tailor their children's education without previous eligibility constraints. Before this change, only 45% of New Hampshire's students could participate.
Enlow further stated: “What New Hampshire has done isn’t just expand eligibility—it’s set a new benchmark for what educational freedom should look like.”
The signing places New Hampshire alongside Arizona, Arkansas, Florida, and West Virginia as leaders in student-centered education options. Nationwide statistics show there are now 76 private school choice programs across 35 states plus Washington D.C. and Puerto Rico. Additionally, there are 21 ESA programs in 18 states.
