NGA outlines FY 2026 priorities: education funding tops list

The National Governors Association's (NGA) Education, Workforce and Community Investment Task Force has outlined its priorities for the Fiscal Year 2026 appropriations bills. The task force is co-chaired by Wyoming Governor Mark Gordon and Wisconsin Governor Tony Evers.

In a letter addressed to key members of the Senate and House Committees on Appropriations, the task force emphasized the importance of federal funding in supporting education, workforce development, agriculture, housing, and law enforcement across states and territories.

The NGA's task force structure aims to identify opportunities for bipartisan engagement. The Education, Workforce and Community Investment Task Force oversees issues related to PreK-12 Education, Career and Technical Skills, Postsecondary Education, Labor and Workforce Development, Agriculture, Housing, and Criminal Justice.

For K-12 education programs, governors advocate for continued investment in federal programs under the Elementary and Secondary Education Act (ESEA), Individuals with Disabilities Education Act (IDEA), and Perkins Career and Technical Education Act (Perkins CTE). These programs are seen as essential for preparing students for success in life.

Regarding postsecondary education and workforce programs, governors support expanding access to degree programs, apprenticeships, and non-degree credentials. They urge continued support for Pell Grants to increase postsecondary affordability. Investment in registered apprenticeships is also encouraged to address workforce shortages.

In agriculture and rural development programs, governors highlight the role of agriculture as an economic driver. They seek support for cooperative agreements between states/territories and the federal government to ensure food safety and mitigate risks such as foodborne illnesses.

Affordable housing remains a priority with support urged for programs like HOME Investment Partnership Program (HOME), Housing Choice Vouchers, Homeless Assistance Grants among others. These initiatives aim to expand affordable housing options.

State law enforcement programs also receive focus with sustained federal investments considered crucial for public safety. Programs like Community Oriented Policing Services (COPS) Office grants are highlighted as necessary tools for effective response to public safety challenges.

"On behalf of all governors," write Governors Evers and Gordon in their letter expressing gratitude "for your continued support of these top NGA priorities."
