Shapiro Administration unveils upgraded flood warning system with focus on schools

The Pennsylvania Emergency Management Agency (PEMA) and its partners have announced an upgrade to the state's weather monitoring and alerting system, known as IFLOWS 2.0. The project was presented by PEMA Director Randy Padfield, alongside representatives from Greencastle-Antrim School District, Penn State University, the National Weather Service, and state legislators.

IFLOWS 2.0 is designed to provide real-time weather data and alerts through the Keystone Mesonet network. The upgraded system aims to help emergency managers, meteorologists, and the public stay informed about severe weather events across Pennsylvania.

The new phase of IFLOWS is being carried out in partnership with Penn State University. As part of the project, 30 new weather stations will be installed throughout Pennsylvania by August 2026. Most of these stations will be located on school properties to improve data collection and distribution.

Officials say that this expanded network will enhance the ability of both the National Weather Service and emergency management teams to monitor severe weather conditions and issue timely warnings about potential flooding or other hazards.

"Flooding is the top natural hazard in the Commonwealth, and enhancing detection and providing early warning are critical tools to prevent loss of life," said PEMA Director Randy Padfield. "The enhancement of the IFLOWS will provide emergency managers and forecasters advanced notification for conditions that may lead to flooding or other natural hazards, giving the public extra time to take safe action."

Speakers at the event included Dr. Paul Markowski from Penn State University's Meteorology and Atmospheric Science Department; Ashley Evans, Meteorologist-in-Charge at National Weather Service State College; and Dr. Lura Hanks, Superintendent of Greencastle-Antrim School District.
