Maryland releases updated school report card showing gains in top-rated schools

The Maryland State Department of Education (MSDE) has released the results for the 2025 Maryland School Report Card, providing data on school performance at state, district, and individual school levels. The report card is part of the Maryland Accountability System and measures several indicators to evaluate schools.

In the 2024-25 academic year, 43 percent of Maryland schools received four or five stars, marking an increase from 41 percent in 2023-24 and 38 percent in 2022-23. The share of schools earning three or more stars also rose to 86 percent this year, up from 83 percent last year and 80 percent two years ago.

“These results reflect the hard work happening in Maryland classrooms every day,” said Dr. Carey M. Wright, State Superintendent of Schools. “The Maryland School Report Card reinforces our commitment to high-quality educational opportunities for every student.”

Dr. Joshua L. Michael, President of the State Board of Education, commented on the ongoing efforts to refine accountability: “The Maryland School Report Card is a vital tool for transparency and continuous improvement. While we remain focused on refining our accountability system to better support schools and students, this progress demonstrates that educators and district leaders are deeply engaged in the work of school improvement.”

The star ratings assigned to schools are determined using various indicators. For elementary and middle schools, these include Academic Achievement, Academic Progress, Progress in Achieving English Language Proficiency, and School Quality and Student Success. High school ratings are based on Academic Achievement, Graduation Rate, Progress in Achieving English Language Proficiency, Readiness for Postsecondary Success, and School Quality and Student Success.

To further enhance transparency and accountability in its education system, Maryland is currently reviewing its accountability framework through the work of the Maryland Accountability Advisory Committee. This committee includes experts who use report card data for school improvement initiatives. Their current work builds on recommendations from the Maryland Assessment and Accountability Task Force that were presented to the State Board of Education in December 2024.

Since June 2025, the committee has convened monthly to develop proposals aimed at improving the system; these proposals will be presented to the State Board by year-end. The Center for Assessment—a non-profit organization specializing in assessment design—coordinates these efforts.

Detailed results can be accessed through the Maryland Report Card website, which offers downloadable reports for each school as well as disaggregated data by student group. Additional resources such as user guides and summary documents are available online to help families and community members understand how ratings are calculated for elementary, middle, and high schools.

Along with star ratings, users can find information about enrollment figures, attendance rates, performance on state assessments, graduation rates, college readiness metrics, and trends related to college enrollment on the Maryland Report Card website.
