The Pennsylvania Department of State has started a statewide risk-limiting audit (RLA) for the municipal election held on November 4, 2025. The process is designed to verify the accuracy of the reported election results.
Jonathan Marks, Deputy Secretary for Elections and Commissions, explained the importance of RLAs. "RLAs are the highest standard of comprehensive election audits because the process provides a scientific method for confirming - with a high degree of confidence - that the reported outcome of the audited election is accurate," Marks said. "This is our seventh statewide risk-limiting audit, and we have the utmost confidence in RLAs and the integrity of Pennsylvania elections."
To ensure randomness in selecting ballots for review, ten department employees rolled 10-sided dice to generate a 20-digit seed number. This number will be used to determine which batches of ballots counties will audit over several days.
The event was livestreamed as part of an ongoing effort by the Shapiro Administration to maintain transparency in how elections are managed across Pennsylvania.
