Shapiro Administration highlights first permit approval under SPEED program in York County

Pennsylvania Department of Environmental Protection (DEP) Secretary Jessica Shirley will visit the future site of Towns at York Creek in York County to mark the first permit approval issued under the Streamlining Permits for Economic Expansion and Development (SPEED) program. The project received a major modification to an existing Chapter 102 Stormwater Management permit.

The SPEED program was introduced by DEP on June 30, initially covering Chapter 102 stormwater management permits. In August, its scope expanded to include certain Air Quality Plan Approvals, earth disturbance, dam safety, and individual water obstruction and encroachment permits. The recent state budget for 2025-26, signed by Governor Josh Shapiro last week, added three new permit types: storage tank site specific permits, Mining GP-103 permits, and Concentrated Animal Feeding Operation permits.

State officials and legislators will gather at 550 W College Ave., York, PA on Thursday, November 20 at 1:00 PM to recognize this milestone. Attendees include DEP Secretary Jessica Shirley; Chief Transformation Officer Ben Kirshner; Angelo Munafo, Vice President of CAM Construction; Earl Robinson, President of Ward Communities; Representative Carol Hill-Evans; and representatives from the City of York.
