The Kentucky Department of Education (KDE) is inviting public feedback on proposed changes to the state's Carl D. Perkins federal performance goals. This request for comment is part of the process to update Kentucky's state Perkins plan.

According to recent guidance from the U.S. Department of Education Office of Career, Technical and Adult Education, states are required to establish state-determined performance levels in accordance with section 113(b)(3)(A)(III) of Perkins V, based on a reinsaid guide. Public engagement is a necessary component of this process.

The Carl D. Perkins Vocational and Technical Education Act, initially authorized in 1984 and reauthorized in 2018 as the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), aims to enhance technical education quality across the United States. The act includes provisions for collaboration between secondary and postsecondary education partners, engagement with the business community, a comprehensive local needs assessment process, and initiatives to strengthen the CTE teacher pipeline.

Each eligible agency must develop a four-year state plan for approval by the U.S. Department of Education’s Office of Career, Technical and Adult Education. This plan should address various aspects related to CTE program implementation and accountability measures.

The public comment period will remain open until May 3. Comments can be submitted in writing to Lori Looney at the Kentucky Department of Education or via email at lori.looney@education.ky.gov. Telephone submissions can be made at (502) 564-4286, ext. 4212.
