The report titled "What can California, Texas, and Washington, D.C. teach us about how to diversify the teacher workforce?" examines factors contributing to these states' success and evaluates possible unintended consequences.
In Texas, alternative certification programs are a significant factor in increasing diversity among teachers. However, these programs also result in higher turnover rates compared to traditional routes. A concerning trend is the rise of uncertified teachers, with 34% of new teachers entering classrooms without certification in 2024. This lack of certification is linked to even higher turnover rates and negative impacts on student learning outcomes.
California is recognized for its commitment to teacher diversity through state-level initiatives and substantial financial investments exceeding $1 billion. Despite this progress, there are concerns about lowered certification requirements that could undermine teacher quality.
Washington D.C. stands out for its diverse teaching workforce and strong retention rates among Black and Hispanic teachers compared to white teachers. Economic incentives such as competitive pay and affordable housing contribute to making D.C. an attractive option for educators.
Research indicates that teachers of color have a positive influence on all students' academic and social-emotional outcomes. They are more likely to hold high expectations for students of color and serve as role models.
