The Oregon Department of Education (ODE) has been informed by the U.S. Department of Education that over $2.5 million in federal COVID-era funds, which were designated to assist teachers in improving students' literacy and math skills, have been rescinded earlier than expected. The termination of these funds took effect on March 28, 2025, which is ten months before the anticipated date.
According to the recent state and national assessment data, Oregon requires resources to ensure high-quality instruction in literacy and math. However, due to the sudden withdrawal of financial support, several educational projects focused on student-centered instruction will be discontinued.
One of these projects is the Math Instructional Framework, designed to provide consistent and high-quality math instruction statewide, aiming to enhance students' learning experiences and outcomes. Another affected initiative is the Oregon Literacy Practitioners Network, which was set to establish a communication network among literacy ambassadors in the state to improve literacy instruction quality.
The Oregon Adolescent Literacy Framework Professional Learning Resources, which involved the development of training modules and resources for educators of grades 6-12, will also be halted. This project was intended to aid the implementation of the Oregon Adolescent Literacy Framework in classroom instruction.
Further impacted initiatives include the development of a statewide instructional framework and regional in-person training for educators in collaboration with Oregon’s Education Service Districts. These projects aimed to equip educators with new instructional resources and strategies for literacy and to disseminate these educational advances through summits across the state.
A key platform for disseminating educational materials, the Oregon Instructional Frameworks Website, is among the resources developed through these funds.
The ODE has started notifying stakeholders involved in these projects and will continue assessing the effects of this financial rescission. Despite the setbacks, the Oregon Department of Education maintains its commitment to providing students with the necessary tools and resources to thrive and continues to uphold its vision of supporting every scholar in the state.
