Louisiana reports substantial improvements in K-3 student reading levels

The Louisiana Department of Education (LDOE) has announced a notable increase in reading proficiency among students in kindergarten through third grade. The latest end-of-year literacy screener results reveal a 17-point rise in the percentage of students reading at or above grade level by the end of the 2024-2025 school year.

Dr. Cade Brumley, Louisiana State Superintendent of Education, commented on the results: “Strong teachers, sound policy, and strategic investments have resulted in historic education outcomes for Louisiana. We’re proud of the progress, but far from satisfied. I’m pleased with the work of teachers in partnership with parents to prompt this growth.”

This marks the second consecutive year that all K-3 public school students in Louisiana are required to complete literacy screeners. Compared to last year’s data, every grade level showed improvement: kindergarten saw a five-point gain, first grade improved by ten points, second grade increased by fifteen points, and third grade rose by nine points.

By the end of the current school year, 64% of K-3 students were reading on or above grade level compared to 47% at its beginning. Specific gains included a 33-point increase for kindergarteners and an eight-point rise for third graders.

Louisiana attributes this success to its comprehensive literacy strategy which aligns instruction with phonics-based teaching methods known as the Science of Reading. The state also emphasized high-dosage tutoring and parent engagement as crucial components.

Nationally recognized for these efforts, Louisiana's fourth graders have led reading growth according to The Nation’s Report Card and ranked first on the Education Recovery Scorecard—a study conducted by Harvard and Stanford.

A new third-grade promotion policy was implemented this year under Act 422 from the 2023 Legislative Session. It allows retention based on reading performance but provides three opportunities for students to demonstrate proficiency before moving on to fourth grade.

Seventy-seven percent met promotion requirements initially; however, those scoring "Well Below" will have further chances alongside additional support like tutoring or summer learning programs.

To assist schools and families with this transition, LDOE provided guidance materials including informational flyers and sample letters explaining next steps for student support.
