The Department of State has initiated Pennsylvania's statewide risk-limiting audit (RLA) for the primary election held on May 20, 2025. This marks the sixth such audit since the general election in 2022.
Secretary of the Commonwealth Al Schmidt emphasized the importance of RLAs, stating, "This is our sixth statewide risk-limiting audit since the 2022 general election. RLAs are proven to be the highest standard of comprehensive election audits because the RLA process provides a statistically sound, scientific method for confirming, with a high degree of confidence, that the reported outcome of the audited election is accurate."
To facilitate this process, ten employees from the Department took turns rolling 10-sided dice to generate a random 20-digit "seed number." This number will determine which batches of ballots counties will review in the coming days.
Jonathan Marks serves as Deputy Secretary for Elections and is involved in overseeing this procedure.
