Wyoming Department of Education seeks input on Hathaway Scholarship Program rule changes

The Wyoming Department of Education has announced it is accepting public comment on proposed Chapter 38 Rules related to the Hathaway Scholarship Program. The changes follow the passage of Enrolled Act 45 during the 2025 legislative session.

Comments can be submitted online or by email to bradley.barker@wyo.gov until 11:59 p.m. on October 30. The department encourages those interested to review the statement of reasons for the changes and examine both the strike and underline versions of the rule sets, which are available through the public comment form.

According to the department, "All public comments will be recorded verbatim on the Secretary of State website, including the submitter’s name and city of residence, as part of the rules promulgation process."

The opportunity for public input is part of standard procedures when new rules are considered following legislative action.
