Lt. Gov. Austin Davis calls for increased funding for victim services in Pennsylvania

Lt. Gov. Austin Davis is scheduled to hold a news conference with local district attorneys and victim advocates to encourage both state and federal lawmakers to increase funding for programs that support victims of crime. The event will take place on Monday, September 22, at 11 a.m. in the Capitol Media Center in Harrisburg.

The group aims to urge Pennsylvania's congressional delegation to seek additional federal support through the Victims of Crime Act (VOCA). They will also call for a state budget agreement that addresses the financial challenges faced by Pennsylvania's victim service and compensation programs.

VOCA-funded programs in Pennsylvania serve nearly 150,000 people each year. The Pennsylvania Commission on Crime and Delinquency manages the Victims Compensation Assistance Program (VCAP), which provides direct assistance to help cover costs such as medical bills, counseling, funeral expenses, or relocation fees for those affected by crime. The Shapiro-Davis administration’s proposed budget for 2025-26 includes a $9 million transfer from state funds to address a shortfall in VCAP resources.

Participants at the news conference will include Lt. Gov. Austin Davis; Fran Chardo, Dauphin County District Attorney and president of the Pennsylvania District Attorneys Association; Dr. Paul Lukach, CEO and executive director of the Crime Victim Center of Erie; Deanna Weaver, Director of Victim and Witness Services at the Lancaster County District Attorney's Office; and Tiffiney Hall, CEO of PosiTiff and domestic violence survivor/advocate.
