Oregon Department of Education reports gains in graduation rates for students with disabilities

The Oregon Department of Education (ODE) has released its State Performance Plan/Annual Performance Report (SPP/APR) for Federal Fiscal Year 2023, detailing the state's progress in serving students with disabilities.

According to the report, there have been improvements in graduation rates and early childhood outcomes for students with disabilities. The percentage of students with Individual Education Plans (IEPs) graduating with a regular diploma increased from 66.9% to 72.0%. Additionally, the dropout rate among students with IEPs decreased from 23.5% to 19.3%. The report also notes that 55.4% of children ages 3-5 receiving early childhood special education services are now served in inclusive classrooms, an increase from the previous year and above the state target.

ODE emphasized its commitment to ensuring equitable access to education for all students as required by state and federal law. "ODE remains committed to ensuring all students, including those with disabilities, have equitable access to education as guaranteed by state and federal law," the department stated.

To support continued progress, ODE has identified several focus areas: collaborating with regional technical assistance providers for professional learning based on student and systems data trends; increasing shared access to data and resources among state, regional, and district staff; and fostering cross-sector collaboration so infants, toddlers, and young children with disabilities are identified early and receive services in natural environments or preschool settings.
