As part of its mission to ensure students graduate ready for college, careers, or the military, the South Carolina Department of Education (SCDE) has introduced a statewide framework for stackable career credentials. This initiative aims to provide students with clear pathways to jobs, higher education, or training opportunities post-graduation.

The framework was developed in collaboration with the Southern Regional Education Board (SREB), the Education Oversight Committee (EOC), and various workforce and industry partners. It marks a significant step towards aligning South Carolina’s K–12 education system with the state's workforce needs.

"Every child deserves an education that connects the classroom to the real world and equips them to thrive in it," said State Superintendent of Education Ellen Weaver. "This framework is about more than earning credentials; it’s about opening doors to opportunity and ensuring students graduate with skills that matter to employers, to colleges, and to their own futures."

The new framework reflects input from several partners, including the Coordinating Council on Workforce Development (CCWD), the SC Department of Employment and Workforce (SCDEW), and other educational and business leaders.

Interest in Career and Technical Education (CTE) has increased in recent years. In 2018-19, over 19,000 students earned recognized credentials. By 2023-24, this number rose to over 48,000 statewide.

The Stackable Credential Framework ensures students earn relevant credentials leading directly to high-demand careers where skilled workers are needed most in South Carolina.

This framework provides schools with a roadmap for designing strong programs while helping families make informed decisions about valuable opportunities. It clarifies which credentials are worth pursuing and how they connect to jobs or further education.

Under this new structure, a student following a health science pathway might start with CPR certification in 10th grade, earn a Certified Nursing Assistant credential by graduation, then progress into practical nursing or medical apprenticeships after high school. Each step builds on the last, preparing students for immediate contribution in their chosen fields.

The SCDE plans to refine and expand this framework based on evolving workforce trends. The credential list will be implemented starting in the 2025–26 academic year and updated regularly according to changing demands.
